BAHIA MALAGA, Colombia - Lt. Joseph Castaneda and Ensign Garriel Vigil from the U.S. Coast Guard's International Training Division based at Training Center Yorktown, Va., trains navy and coast guard members from Colombia, Chile, Ecuador, Panama, Peru and the United States how to properly hand cuff Lt. Junior Grade Lee Gistchier. ITD was in Bahia Malaga Sunday representing the U.S. Coast Guard along with the Cutter Forward to provide basic law enforcement training for UNITAS. UNITAS is a Spanish phrase that stands for "togetherness." The purpose of UNITAS is to foster cooperation and develop naval interoperability in the region. Six nations are participating in UNITAS including Colombia, Chile, Ecuador, Panama, Peru and the United States.
