Papp, Jr., the 13th Gold Ancient Mariner of the Coast Guard officiates as Senior Chief Petty Officer Chris Kukla, the 8th Silver Ancient Mariner, retires and Master Chief Petty Officer Richard Vobornik assumes the watch as the 9th Silver Ancient Mariner during a ceremony at Training Center Yorktown, Va., Friday, July 17, 2009.
