PORTSMOUTH, Va. - Coast Guard Capt. Mark A. Rose relieves Capt. Larry H. White as commanding officer of the Coast Guard Finance Center, Chesapeake, Va., as Rear Adm. Keith A. Taylor, the Chief Financial Officer of the Coast Guard, presides over a change of command ceremony at the Chesapeake Convention Center Friday, July 11, 2008.
The Finance Center consolidates 20 Coast Guard payment offices throughout the nation, operates the Core Accounting System, and provides consolidated financial reporting to the U.S. Treasury and the Department of Homeland Security.

After being relieved as commanding officer of the Coast Guard Finance Center, White retired from his 28-year Coast Guard career.

Rose, who holds an MBA from George Washington University and a Bachelor of Science degree from the U.S. Coast Guard Academy, is taking charge of 525 military, civilian, and contracted workers at the finance center, which services the entire Coast Guard.
